Ingredients Controlled under the Cosmetics Directive
When manufacturing or importing a cosmetic product for sale within the EC it is necessary to check that it complies with the Cosmetics Directive and all amendments.
The Cosmetics Directive contains seven Annexes:
Annex I: An illustrative list of finished cosmetic products by category.
Annex II; A list of forbidden materials that must not be used in cosmetic products.
Annex III Part 1: A list of substances that may only be used according to the restrictions and conditions laid down in the Annex. These relate to field of application and use, maximum concentration in the finished product, other limitations and requirements (if any), usage conditions and warnings to be put on the label.
Annex III Part 2: A list substances provisionally allowed.

Annex IV Part 1: A list of colouring agents allowed in cosmetic products, subject to individual fields of application, levels of purity and maximum concentrations.
Annex IV Part 2: A list of colouring agents provisionally allowed in cosmetic products, subject to individual fields of application, levels of purity and maximum concentrations.

Annex V: A list of substances not covered by the Directive but which may be regulated at national level.
Annex VI Part 1: A list of preservatives allowed in cosmetics at the concentration listed, in many cases according to certain restrictions and conditions.
Annex VI Part 2: A list of preservatives only provisionally allowed until the individual deadline indicated.
Annex VII Part 1: A list of UV filters allowed in cosmetic products for the protection of the skin against UV rays, subject to certain restrictions and conditions.
Annex VII Part 2: A list of UV filters provisionally allowed with a deadline and subject to similar restrictions and conditions as in Part 1.
